can you keep female crab in san francisco?

i know that you cannot fish for dungeness crab in the bay but it ok in the pacific. the size limit is 4 in horizontal of the longest length. i beleive 35 crabs person except only 10 dugneness crabs per person. my question is can you keep the female crab?where are good place for dungeness crab and rock crab in san francisco? plz correct if i got the regulation wrong thx!!!
